Journalists Launch Legal Battle Against Proposed Anti-Terrorism Bill in Sri Lanka; World International Press Club Expresses Support

By Our Staff Reporter:
Concerns have been raised among journalists and human rights advocates in Sri Lanka over the proposed Protection of the State from Terrorism Bill (PSTA). The Sri Lanka Working Journalists Association has filed a petition before the Supreme Court, challenging certain provisions of the proposed legislation on the grounds that they may violate the Constitution, freedom of expression, and media freedom. The World International Press Club (WIPC) has expressed its support for the initiative.
The bill was presented to the Sri Lankan Parliament on October 6, 2026. Subsequently, on October 16, the Sri Lanka Working Journalists Association filed a special determination petition before the Supreme Court, challenging the constitutional validity of certain provisions of the bill. The petition requests amendments to specific clauses and calls for consideration of the constitutional requirements for parliamentary approval by a two-thirds majority and, where necessary, a referendum.
According to the association, the implementation of certain provisions could threaten the protection of journalists’ confidential sources, investigative journalism, freedom of assembly, freedom of expression, and civil liberties. Concerns have also been raised about expanded powers of search and arrest without warrants, prolonged detention, and excessive authority vested in executive bodies.
The petition was filed by Ranga Bandaranayake, President of the Sri Lanka Working Journalists Association, and Lakshman Muthuthanthri, a member of its Executive Committee. The Attorney General and Ananda Wijepala, Minister responsible for Public Security and Parliamentary Affairs, were named as respondents. The petition was submitted by lawyer Dayani Panditharatne under the guidance of senior lawyer Lakshan Dias.
World International Press Club Expresses Solidarity
Expressing support for the Sri Lankan journalists’ initiative, Aurangzeb Kamal, President of the World International Press Club and President of the Dhaka Press Club, said:
“We express our solidarity with the Sri Lanka Working Journalists Association. They have raised legitimate concerns in defence of journalists’ rights, media freedom, and democratic values. We hope that justice will prevail and that press freedom will remain protected.”
Mian Ishtiaq Ali, Secretary-General of the World International Press Club and Chairman of the Pakistan Journalists Association, said:
“Challenging such restrictive legislation before the Supreme Court is an effort to further safeguard the democratic rights of the people of Sri Lanka. Every democratic state has a responsibility to ensure an environment in which journalists can work independently and the rights of citizens are protected.”
Samaresh Roy of India, Organising Secretary of the World International Press Club, said:
“We hope that every country will make its utmost efforts to protect journalists’ freedom. It is essential to ensure that journalists can report the truth without fear and perform their professional duties without facing harassment or unreasonable restrictions.”
Call for International Unity to Protect Journalists’ Rights
Leaders of the World International Press Club believe that press freedom is not merely a professional right of journalists; it is also fundamental to the public’s right to information and one of the pillars of democracy. Therefore, while safeguarding national security, any legislation must also ensure constitutional protection for fundamental rights, freedom of expression, and media freedom.
They expressed hope that the Supreme Court of Sri Lanka would duly consider the petition and deliver a fair decision that upholds the Constitution and protects democratic rights.
Calling for greater international solidarity, the leaders of the organisation stressed that journalists’ associations across countries must strengthen mutual cooperation and unity to protect journalists’ safety, professional dignity, and independence. They said that collective efforts are essential to strengthening independent journalism and democratic values worldwide.
In this regard, members and representatives of the international journalistic community—including Lakshman Muthuthanthrige, K. K. Dhammika, Shiromi Ratnayake, Lasantha Ruhunage, and Mithun Jayawardhana from Sri Lanka; Sushil Aryal from Nepal; Anis Pradhan from Bangladesh; investigative journalist Hassan Abbasi from Iran; Fong Tze Hong from Malaysia; Kim Bolan, Paul Vier, and Morin Gugu from Canada; and Dilip Roy and journalist Sampa Das from Kolkata, India—have joined the call for countries around the world to create a safe, supportive, and enabling environment for journalism.
The World International Press Club reaffirmed its commitment to promoting international cooperation, defending journalists’ professional rights, and upholding press freedom and democratic values across the globe.
